Felicity Huffman is a human actress based on the real Desperate Housewives actress, Felicity Kendall Macy née Huffman, of the same name who lives in the same neighborhood as BoJack Horseman. She is a minor character in Season 4.
Physical Appearance
Felicity is a middle-aged human lady with wavy blonde hair that falls below the shoulder and wrinkles on her face.
Her everyday attire is a navy blue long-sleeved sweater, grey pants, a gold necklace, and shoes. Her hair is down for her normal look.
She wears a black judge's robe with a white collar on Felicity Huffman's Booty Academy and her hair is tied back in a bun.
Background
History
She gets annoyed when BoJack throws things over the balcony and things land on her property such as beer bottles, television scripts starring women, and other items in her swimming pool as a result of her home being directly below BoJack's.
Even though it would be her maid or gardening staff who cleans the mess she still finds it "super obnoxious," in her words, as she has been tolerating it for fifteen years as revealed in Stupid Piece of Sh*t.
She has a reality show called Felicity Huffman's Booty Academy: Los Angeles in the BoJack Universe where BoJack also stars as one of the guest judges along with Sir Mix-A-Lot in the episode The Judge.
Season 4
Felicity lives in the house under BoJack's. Felicity is annoyed that BoJack constantly throws beer bottles and other various items into her pool over his balcony and as a result refuses to give back Beatrice's baby doll which BoJack threw over the balcony when he was in a state of anger.
BoJack does eventually manage to get the doll back, having to promise not to throw things over the balcony any more and agreeing to be a judge on Felicity's reality game show.

Felicity co-starred with herself as the main judge and with BoJack Horseman and Sir Mix-a-Lot as the guest judges on Felicity Huffman's Booty Academy: Los Angeles a reality show contest about judging women's butts (presumably, never completely verified).
BoJack at first thought mistakenly this was going to be an NCIS ripoff when he heard the initials FHBA.
He becomes visibly uncomfortable when he realizes what the actual premise is and he is never given a straight answer on what, exactly, is he supposed to be judging however it is presumed to be the butts of young women.
BoJack Horseman and Mr. Peanutbutter try to negotiate with Felicity, who is not amused, for the doll back.
